Authorizes a person to obtain a "victory garden grower" license by filing a one-page notice and paying a $50 annual fee to the county agricultural commissioner.

Licensed victory garden growers may sell fresh fruits, nuts, or vegetables grown in gardens not exceeding one acre directly to the public, farmers' markets, retailers, or distributors within a 15-mile radius.

Licensed growers are exempt from state size, standard pack, container, and labeling requirements, but remain subject to all other applicable state and local laws and ordinances.

County agricultural commissioners may issue voluntary point-of-sale identification guidelines for victory garden produce and may determine reasonable garden size standards for their county.

Violating the provisions is a misdemeanor; reimbursement to local agencies is not required for costs related to creating this new crime.
