Updates the legislative finding regarding 50% of the annual budget for county veteran service officers from approximately $5,000,000 to approximately $11,000,000.

Maintains the Department of Veterans Affairs' requirement to disburse funds on a pro rata basis to counties that establish and maintain county veteran service officers based on staffing level, workload, and performance.

Requires the Department of Veterans Affairs to annually determine and report to the Department of Finance and Legislature the amount of new or increased federal monetary benefits obtained by veterans through county veteran service officer assistance.

Declares it is an efficient use of state funds to increase the annual budget for county veteran service officers by up to $11,000,000 if justified by demonstrated monetary benefits to veterans, with intent to consider increases up to $5,000,000 annually based on performance.

Sections of this bill become operative only if Senate Bill 418 of the 2009-10 Regular Session is also chaptered, with certain provisions effective January 1, 2016.
