Establishes "clinic corporation" as a nonprofit organization operating one or more primary care clinics or mobile health care units, with streamlined licensing procedures for affiliated clinics.

Allows clinic corporations to submit a single affiliate clinic application on behalf of eligible primary care clinics (with 5+ years valid license and no serious violations) to license additional primary care clinic sites or mobile health care units without requiring an initial onsite survey.

Permits clinic corporations to act as administrative headquarters for all affiliated clinics, submitting a single report of change for administrative and medical director changes and consolidating license renewal fee payments for clinics renewing in the same month.

Requires the State Department of Public Health to maintain a complete corporate file for each clinic corporation containing articles of incorporation, tax-exempt status documentation, organizational charts, and information about governing bodies and administrators.

Eliminates duplicate submission requirements by preventing clinic corporations from needing to resubmit information already contained in their corporate file when applying for additional affiliate clinic licenses.
