Authorizes the Superintendent of Public Instruction to approve state funding for Long Beach Unified School District for the 2009-10, 2010-11, and 2011-12 school years for K-3 class size reduction program classes that exceed 20 pupils or are housed with another class.

Requires the school district to certify that enrollment increases resulted directly from closures on Catalina Island caused by the May 2007 fire and debris flow hazard, and that these increases affected K-3 classes receiving class size reduction funding.

Requires the school district to certify it lacked sufficient classroom space or credentialed teachers to accommodate the enrollment increase from the Catalina Island closures.

Provisions become inoperative on July 1, 2012, and are repealed on January 1, 2013, unless extended by later legislation.

Declares the bill an urgency statute to take effect immediately to provide timely relief to Long Beach Unified School District and prevent loss of state funding.
