CA SB516

Establishes the California Youth Legislature composed of students ages 14-18 to examine youth policy issues and provide recommendations to the Legislature and Governor on matters including education, employment, health, safety, homelessness, foster care, and criminal justice.

Creates the California Youth Legislature Advisory Committee chaired by the Joint Committee on Rules chair, composed of representatives from nonprofit youth organizations and local educational agencies, to appoint members and oversee program implementation.

Funds the program through the California Youth Leadership Fund (created by AB 2017) via taxpayer designations, with authorization to accept gifts and grants from public or private sources, limiting administrative costs to no more than 10 percent.

Requires advisory committee to determine funding sufficiency; activities cease if insufficient funds exist to cover all costs, and members serve voluntarily without salary.

Becomes operative only if both this bill and AB 2017 are enacted and become effective on or before January 1, 2011.
