Requires the California Building Standards Commission to adopt building standards for graywater systems in nonresidential occupancies as part of the next triennial edition of the California Building Standards Code adopted after January 1, 2011.

Commission standards must consider water quality protection, existing residential graywater standards, environmental impacts on soil and groundwater, human health effects, treatment system recommendations, and standards in other jurisdictions.

Directs the commission to use Chapter 16 of the Uniform Plumbing Code adopted by the International Association of Plumbing and Mechanical Officials as the starting point and amend as necessary.

Terminates the Department of Water Resources' authority to adopt and update graywater standards for nonresidential buildings upon the commission's adoption of such standards.

Continues the Department of Water Resources' existing authority to adopt graywater standards for residential buildings until the commission approves residential standards under Health and Safety Code Section 17922.12.
