Extends the deadline for Fresno County to meet maintenance of effort requirements for streets and roads funding from the Transportation Investment Fund until June 30, 2015 for the 2009-10 fiscal year.

Allows Fresno County to receive a streets and roads allocation despite not meeting the requirement to annually expend a specified amount from its general fund for transportation purposes during the baseline fiscal years (1996-97 through 1998-99).

Declares that a special law is necessary for Fresno County due to unique transportation funding needs and that a general law cannot be applied.

Takes effect immediately as an urgency statute to implement the 2010 Budget Act.
