Makes it a misdemeanor to possess with intent to deliver, or deliver, a cellular telephone, wireless communication device, or components (including SIM cards or memory storage devices) to an inmate or ward in Department of Corrections and Rehabilitation custody, punishable by a fine not exceeding $5,000 per device.

Allows confiscation of cellular telephones or wireless communication devices found on visitors during searches or metal detector screenings, with return required on the same day of visitation unless the device is held as evidence in a prosecution.

Requires posted notices in all visitor search areas regarding the search and confiscation provisions.

Specifies that no state reimbursement is required for any local costs incurred because the act creates a new crime and changes penalties under the meaning of Government Code Section 17556.
