Allows minors age 12 and older to consent to outpatient mental health services if the treating professional determines the minor is mature enough to participate intelligently in treatment.

Expands definition of "professional person" authorized to provide services to include licensed clinical social workers and board certified or board eligible psychiatrists, in addition to existing categories.

Requires treating professional to involve the minor's parent or guardian in treatment unless the professional determines such involvement would be inappropriate, with documentation required in client records.

Prohibits minors from consenting to convulsive therapy, psychosurgery, or psychotropic drugs without parental or guardian consent.

Exempts the mental health services authorized by this bill from application to the Medi-Cal program.
