Requires prime contractors to certify upon contract completion that all payments have been made to disabled veteran business enterprises and provide details on total contract amounts and payments received by each DVBE subcontractor

Authorizes awarding departments to keep prime contractor certifications on file and establishes civil penalties of $2,500 to $25,000 for knowingly providing false information, enforceable by any public prosecutor

Allows prime contractors, with Department of General Services approval, to replace a disabled veteran business enterprise identified in their original bid with another certified DVBE

Maintains existing 3% participation goal requirement for disabled veteran business enterprises on state contracts for materials, supplies, equipment, alterations, repairs, and improvements

Requires Department of Veterans Affairs to monitor adherence to program goals, promote the program, maintain records, and track effectiveness through surveys of newly certified DVBEs
