Revises definitions and administration of the California Oil Recycling Enhancement Act by the Department of Resources Recycling and Recovery, including changes to "used oil hauler" and "used oil recycling facility" definitions.

Establishes a rerefining incentive of at least 2 cents per gallon effective January 1, 2013, for recycling facilities that produce rerefined base lubricants from used oil; allows increases to the incentive after January 1, 2015.

Repeals requirements that provided funds to rural counties for local government-sponsored collection efforts and eliminates conditions for payment of recycling incentives in small rural counties.

Changes quarterly reporting requirements to annual reporting by requiring the Department to publish industrial and lubricating oil sales and recycling rates on its Internet website instead of requiring 6-month period reports.

Modifies used oil recycling facility reporting requirements to include the disposition of used oil and volume of any resultant product, and authorizes grants for product advancements in lubricating oil related to fuel efficiency, synthetic lubricants, and alternative fuels.
