Increases minimum restitution fine for felony convictions from $200 to $300, with maximum remaining at $10,000

Maintains minimum restitution fine for misdemeanor convictions at $100 (removes proposed increase to $150)

Requires courts to impose restitution fines in all cases except when compelling and extraordinary reasons exist and are stated on record

Deposited restitution fines go to the Restitution Fund in the State Treasury for use by the California Victim Compensation and Government Claims Board

Makes an appropriation by increasing moneys continuously deposited into the Restitution Fund
