Authorizes the Office of Statewide Health Planning and Development to grant up to 3-year extensions (in one-year increments) for general acute care hospitals to meet seismic safety standards if delays are caused by local planning processes.

Requires hospitals applying for extensions to submit documentation of original and current project schedules, local approval timelines, and proposed construction timeframes that must be approved by the office.

Permits an additional extension of up to 2 years beyond the 3-year extension if construction timelines exceed 3 years and hospitals demonstrate life safety systems are not routed through seismically unsafe buildings and acute care services are not provided in non-compliant buildings.

Requires hospitals to submit progress reports every six months and allows the office to revoke extensions if construction work is abandoned for 6 months or if submitted information is falsified.

Requires hospital owners to pay a fee to the office to cover the costs of reviewing and verifying extension documentation and maintaining reporting requirements.
