Prohibits local agencies from hiring underwriting firms or similar entities for bond issues requiring voter approval on or after January 1, 2011, if those firms or their employees provided or will provide bond campaign services.

Defines "related" to include family relationships by blood or marriage, financial relationships, business affiliations, or sharing common principals.

Defines "bond campaign services" as fundraising, public opinion polling, election strategy and management, volunteer organization, get-out-the-vote services, and campaign literature development.

Excludes from "bond campaign services" the preparation of tax rate statements for voter pamphlets and pre-ballot public opinion polling conducted to evaluate bond measure adoption potential.
