Establishes the California National Guard Education Assistance Award Program under the Student Aid Commission administration, effective from 2010-11 academic year through January 1, 2016.

Provides awards to qualifying members of the California National Guard, State Military Reserve, and Naval Militia who have served two or more years and meet residency and enrollment requirements at qualifying institutions.

Award amount equals the total of a Cal Grant A entitlement award plus annual Cal Grant B access costs as adjusted in the annual Budget Act, renewable for up to five years of full-time equivalent enrollment.

Requires the Student Aid Commission to report annually to the Legislature on program participation and mandates the Legislative Analyst submit a program evaluation report by January 1, 2014.

Number of awards issued annually limited to the amount approved by the Legislature in the Budget Act, with awards selected by the Adjutant General from eligible applicants.
