Approves provisions of a memorandum of understanding between the state employer and an unspecified state bargaining unit that require expenditure of funds.

Allows memorandum of understanding provisions to become effective through legislation other than the annual Budget Act, provided funds are specifically appropriated by the Legislature.

Provisions requiring expenditure of funds shall not take effect unless the Legislature specifically appropriates funds for those provisions.

Requires the state employer and affected employee organization to meet and confer to renegotiate provisions if the Legislature does not specifically appropriate required funds.
