Requires that the proportion of classroom teachers noticed and terminated at schools ranked in the lowest three deciles of the Academic Performance Index shall not exceed the proportion of classroom teachers noticed and terminated district-wide.

Defines "classroom teacher" to include certificated employees whose primary responsibility is classroom instruction and those providing instructional support, such as resource teachers, mentor teachers, content specialists, instructional coaches, and special education teachers.

Requires administrative law judges to determine whether termination notices issued at lowest-performing schools violate the proportionality requirement for classroom teachers.

Allows school districts to deviate from seniority-based layoffs and rehiring to maintain or achieve compliance with constitutional equal protection requirements as applied to both pupils and certificated employees.

Applies the proportionality and reappointment protections to certificated employees at schools in Academic Performance Index deciles 1-3 during reduction-in-force proceedings.
