CA SB76

Provides day-for-day credit (one day deducted from sentence for each day served) for prisoners sentenced to state prison who are confined in county or city jails, industrial farms, or road camps from arrest until state prison credits apply, except those required to register as sex offenders, convicted of serious felonies, or with prior serious/violent felony convictions.

Allows day-for-day credits to be forfeited if a prisoner refuses to satisfactorily perform assigned labor or fails to comply with facility rules and regulations.

Changes credit calculation for other county/city jail inmates to a 6-for-4 ratio (one day deducted for each six-day period of confinement) for crimes committed on or after the bill's effective date.

Applies retroactively only to prisoners confined for crimes committed on or after the bill's effective date; does not affect existing credit schemes for sex offenders, serious felony offenders, or those with prior serious/violent felony convictions.

Takes effect immediately as an urgency statute with no state reimbursement required to local agencies.
