Extends the repeal date of existing federal public health emergency funding procedures from January 1, 2011 to January 1, 2013.

Makes federal pandemic influenza funding from the 2009 Supplemental Appropriations Act (Public Law 111-32) subject to legislative appropriation in the annual Budget Act for allocation by the State Department of Public Health.

Requires that the proportion of funds allocated to local health jurisdictions match the 2008-09 federally approved state applications unless federal law specifies otherwise or the department consults with local health officer associations to propose a different allocation.

Authorizes the department to establish minimum allocations of less than $100,000 to local health jurisdictions in consultation with the California Conference of Local Health Officers and County Health Executives Association of California.

Takes effect immediately as an urgency statute to ensure adequate and timely response to H1N1 and other public health threats.
