Authorizes the South Coast Air Quality Management District to sponsor, coordinate, and promote projects to prevent, mitigate, or cure adverse effects of air pollution, including adverse health effects.

Grants the South Coast Air Quality Management District authority to determine what share of intellectual property or benefits from intellectual property developed using district funds will accrue to the district.

Permits the South Coast Air Quality Management District to negotiate revenue sharing agreements with fund recipients, including collection of royalties.

Applies to the South Coast Air Basin covering Los Angeles, Orange, Riverside, and San Bernardino Counties.
