Extends the 75% reimbursement rate for delta levee maintenance costs from July 1, 2010 to July 1, 2013, with the rate dropping to 50% after that date.

Extends authorization for the water board to provide advance funding up to 75% of estimated state share until July 1, 2013.

Establishes a maximum annual reimbursement cap of $2,000,000 from the General Fund effective July 1, 2013, when the 50% reimbursement rate takes effect.

Maintains the $1,000 per mile threshold, where costs below this amount are not reimbursed and costs above it are eligible for reimbursement.

Takes effect immediately as an urgency statute.
