Establishes the California National Guard Education Assistance Award Program to provide education awards to qualifying members of the California National Guard, State Military Reserve, and Naval Militia beginning in the 2009-10 academic year.

Eligibility requires two years of service, state residency, enrollment in at least three academic units per semester at a qualifying institution, demonstrated financial need, and no remaining federal veteran educational benefits.

Award amounts equal the maximum Cal Grant A award for University of California and California State University attendees, Cal Grant B maximum for community college attendees, and Cal Grant A maximum for nonpublic institution attendees, with up to four years of renewable funding.

Limits annual awards to 1,000 recipients selected by the Adjutant General based on skills needed by the California National Guard and applicant qualifications, with the Student Aid Commission issuing awards upon certification.

Requires annual legislative reporting by the Student Aid Commission and a Legislative Analyst report by January 1, 2016; program becomes inoperative July 1, 2019 and is repealed January 1, 2020 unless extended by later statute.
