Provides Medi-Cal benefits to individuals awaiting adjudication in Alameda County Juvenile Hall if they are eligible at admission or subsequently determined eligible, and Alameda County agrees to pay the state's share of costs and administrative expenses.

Benefits continue until the date of the individual's adjudication.

Implementation requires written confirmation from federal Centers for Medicare and Medicaid Services that federal financial participation is available and a declaration from the Director of Health Care Services that implementation will not jeopardize federal funding.

Director must cease implementation if it becomes necessary to protect the state's federal financial participation or any increase in federal medical assistance percentage (FMAP).

Legislature finds that a special law is necessary for Alameda County due to unique historical difficulties in integrating health care services for youths in the juvenile justice system.
