CA SB835

Establishes the Bureaucracy Realignment and Closure Commission with nine members appointed by the Governor (four with legislative consultation, four at Governor's discretion subject to Senate confirmation, and one chairperson designation).

Requires the Controller, Director of Finance, Legislative Analyst, Legislative Counsel, Milton Marks Commission, and State Auditor to submit recommendations by July 15, 2011, for closure or realignment of state bureaucracies to reduce duplication and increase productivity.

Mandates the commission conduct at least three public hearings (final hearing by March 15, 2012, in Sacramento), visit each bureaucracy under consideration by January 1, 2012, and submit final recommendations to the Governor and Legislature by July 15, 2012.

Allows the Governor to approve the commission's recommendations as a reorganization plan and submit it to the Legislature, where it becomes effective after 60 calendar days unless rejected by majority vote in either house.

Appropriates $250,000 from the General Fund for the commission's first year of operation, with a total spending cap of $500,000.
