Expands breast cancer screening services to individuals aged 40 and older, and to individuals of any age exhibiting symptoms with physician recommendation, provided they meet state eligibility requirements (family income not exceeding 200 percent of federal poverty level).

Adds diagnostic services to the breast cancer screening program, insofar as consistent with federal law and without jeopardizing federal funding.

Maintains existing requirement that screening services be provided at the level of funding budgeted from state and other resources during the fiscal year in which the Legislature appropriates funds.

Appropriates an unspecified amount from the General Fund to the State Department of Public Health to implement the expanded breast and cervical cancer early detection program.

Permits the department to contract with public and private entities to implement the program, including potential use of the Medi-Cal program's fiscal intermediary, with specified exemptions from public contracting code requirements.
