Allows the Corcoran District Hospital board of directors to use design-build procedures to assign contracts for construction of an outpatient facility building, consistent with the Public Contract Code process.

Requires hospital building projects using the design-build process to be reviewed and inspected in accordance with the Alfred E. Alquist Hospital Facilities Seismic Safety Act of 1983.

Establishes legislative findings that Corcoran District Hospital serves approximately 50,000 residents in an underprivileged area (80 percent Latino, 16 percent unemployment) and provides essential care to inmates and personnel at Corcoran State Prison.

Authorizes the use of design-build procedures to help the hospital secure a U.S. Department of Agriculture rural development loan funded with federal stimulus funds, available only until September 15, 2010, to fund seismic safety upgrades required by a 2013 deadline.

Declares that a special law is necessary for Corcoran District Hospital due to its unique circumstances and that a general law cannot be made applicable.
