Requires California Highway Patrol to activate the Emergency Alert System and issue a "blue alert" when a law enforcement officer is killed, seriously injured, or assaulted with a deadly weapon and the suspect flees the scene.

Blue alert activation requires the investigating law enforcement agency to determine the suspect poses an imminent threat to the public or other officers, and a detailed description of the suspect's vehicle or license plate must be available.

Blue alert system may utilize the state-controlled Emergency Digital Information System, local digital signs, focused text, and other technologies in addition to the federal Emergency Alert System.

California Highway Patrol must add a blue alert link to its Internet website by December 31, 2011 that describes the blue alert process, objectives, and available quick response options.
