Enacts the First Validating Act of 2010 to validate the organization, boundaries, acts, proceedings, and bonds of all public bodies in California, including state agencies, counties, cities, districts, and specified entities.

Declares that all public bodies previously organized under any law are legally organized and functioning with all rights, powers, and privileges of regularly formed entities.

Validates all prior acts and proceedings related to annexations, detachments, consolidations, mergers, dissolutions, and bond authorizations and issuances by public bodies.

Limits challenges to validated acts to six months from the effective date; after that period, all matters become valid and incontestable unless already determined illegal in prior legal proceedings or barred by existing statutes of limitations.

Takes effect immediately as an urgency statute to preserve public peace, health, and safety.
