Enacts the Second Validating Act of 2010 to validate the organization, boundaries, acts, proceedings, and bonds of state and local public bodies including counties, cities, districts, agencies, and specified entities.

Confirms that all public bodies previously organized or existing under any law are legally organized and functioning with all rights, powers, and privileges under law.

Validates all prior acts and proceedings related to annexations, boundary changes, consolidations, mergers, dissolutions, and authorization or issuance of bonds by any public body.

Establishes a six-month statute of limitations from the effective date for legal challenges to the validity of public body formation, boundary changes, or bond issuances; after six months these matters become valid and incontestable.

Declares the act an urgency statute taking immediate effect, with specified exceptions that the act does not validate matters already determined illegal in court or contracts with the United States.
