Enacts the Third Validating Act of 2010 to validate the organization, boundaries, acts, proceedings, and bonds of the state, counties, cities, and specified districts, agencies, and other public entities.

Declares all public bodies previously organized under any law to be legally organized and functioning with all rights, powers, privileges, duties, and obligations of regularly formed public bodies.

Confirms and validates all prior acts and proceedings related to annexation, detachment, consolidation, merger, dissolution, and boundary changes of public bodies.

Validates all prior authorization, issuance, sale, execution, and delivery of bonds by public bodies, making such bonds legal, valid, and binding obligations.

Establishes a six-month statute of limitations from the effective date for contesting the validity of public body formation, boundary changes, or bond issuance; after six months, all such matters become valid and incontestable unless already barred by existing statutes of limitations or determined illegal in prior legal proceedings.
