Appropriates $653,989,860 from the General Fund for the 2009-10 fiscal year as an augmentation to the Budget Act of 2009.

Allocates funds across multiple departments: $5,399,000 to Fire Protection; $131,137,000 to Department of Social Services (split between Operations and Purchase of Services); $517,448,000 to Medical Services for Adults; and $5,860 to another specified item.

Designates $406,184,000 of the Medical Services appropriation for contract medical services only.

Requires unencumbered balances remaining as of June 30, 2010 from any of the identified items to revert to the General Fund.

Takes effect immediately as an urgency statute necessary for fully funding specified departments and programs for the 2009-10 fiscal year.
