Requires California Transportation Commission to report railroad project agreements within 30 days of receipt and provide semiannual status reports on Trade Corridors Improvement Fund railroad projects through January 1, 2015.

Extends expenditure period for regional public waterborne transit agencies receiving Bond Act funds from 3 fiscal years to 4 fiscal years for allocations made before June 30, 2011.

Extends expenditure period for cities and counties receiving Local Street and Road Improvement funds from 3 fiscal years to 4 fiscal years when Highway Users Tax Account funds are deferred, suspended, borrowed, or shifted.

Extends Department of Transportation's authority to transfer funds among five transportation accounts as short-term loans from July 1, 2011 (inoperative) and January 1, 2012 (repeal) to July 1, 2014 and January 1, 2015.

Establishes Transportation Revenue Partnership Act authorizing changeable message signs on state highways to display advertisements, with revenues shared between department and private partner; prohibits agreements after January 1, 2014.

Authorizes Governor to appoint up to 6 additional High-Speed Rail Authority employees exempt from civil service; requires salary survey to determine compensation.

Requires Department of Transportation to submit supplemental capital outlay support budget information to Legislature by May 1 annually.

Allows California Highway Patrol to retain license plate reader data for up to 72 hours for law enforcement purposes only; prohibits sale or sharing with non-law enforcement agencies.

Requires driver's license and identification card applications to include space for applicants to indicate Armed Forces service and consent to contact regarding veteran benefits eligibility.
