Allows counties to use design-build contracts for jail construction by permitting state funds to be encumbered after design-build documents are approved by the Corrections Standards Authority, in addition to the existing requirement for final architectural plans and construction bids.

Authorizes the Department of Corrections and Rehabilitation Secretary to grant 3-year waivers for psychologists and 4-year waivers for clinical social workers gaining licensure experience, with possible 1-year extensions for clinical social workers under extenuating circumstances.

Requires the Department of Corrections and Rehabilitation to implement statewide utilization management programs for inpatient hospital services, establish annual performance objectives, and report quarterly to legislative committees on costs and outcomes.

Expands authority to seek federal Medi-Cal reimbursement for inpatient hospital services provided to inmates by developing processes with the State Department of Health Care Services and Coverage Expansion and Enrollment Demonstration (CEED) projects.

Transfers juvenile parole supervision responsibilities from the state to counties by establishing a Juvenile Reentry Fund allocating $15,000-$115,000 per ward and requiring counties to supervise wards discharged from the Division of Juvenile Facilities, with new procedures effective 90 days after enactment and July 1, 2014.
