Authorizes the Los Angeles County Recorder to mail notice of recordation to parties executing deeds, quitclaim deeds, or deeds of trust within 30 days of recording, following board approval.

Expands authorization to include notice to parties subject to notice of default or notice of sale, including occupants, within 5 days but no more than 20 days of recordation.

Allows the recorder to collect fees up to $7 from non-governmental parties filing documents to cover mailing costs and housing information, counseling, and assistance services.

Requires Los Angeles County to submit a report by January 1, 2014 to the Legislature detailing notices mailed, fees collected, and spending on housing assistance if the board adopts an authorizing resolution for notice of default and sale notifications.

These provisions expire January 1, 2015 unless extended by subsequent legislation, with permanent provisions retaining only the original deed notification authority without default/sale notice expansion or associated fees.
