Increases special license plate fees for firefighters from $35 to $50 for initial issuance and from $20 to $35 for each renewal of registration.

Revenue from increased fees, minus the Department of Motor Vehicles' costs, is deposited into the California Firefighters' Memorial Fund to support the California Fire Foundation.

Allows surviving spouses of deceased firefighters to retain special license plates indefinitely, rather than requiring transfer or return within 60 days of the firefighter's death.

Permits a family member of a deceased firefighter to retain one special license plate as a family heirloom when no surviving spouse exists or after the surviving spouse's death, subject to specified conditions.

Defines eligible family members as grandparents, stepgrandparents, parents, stepparents, siblings, stepsiblings, stepchildren, and adopted or natural-born children of the original license plate holder.
