Authorizes counties administering in-home supportive services (IHSS) to implement electronic timekeeping systems for providers to submit payroll timesheets via telephone-based or web-based technology.

Requires providers to retain the option of submitting paper timesheets consistent with policies in effect on December 31, 2010.

Mandates counties using electronic timekeeping to maintain a toll-free number for providers and recipients to resolve technical issues.

Requires the State Department of Social Services to implement the program through all-county letters developed in consultation with counties, providers, recipients, and public authorities.

Stipulates that electronic timekeeping procedures must comply with the Case Management Information and Payroll System (CMIPS) or its successor system, and cannot conflict with federal funding requirements.
