Permits food facilities to sell Asian rice based noodles that have been kept at room temperature for no more than 4 hours, with consumption, cooking, or destruction to occur within 4 hours and be approved by local enforcement agency

Defines Asian rice based noodles as a confection containing rice powder, water, wheat starch, and vegetable cooking oil (with no animal fats or animal-derived products), prepared by steaming at minimum 130 degrees Fahrenheit for at least 4 minutes

Also establishes labeling and consumption requirements for Korean rice cakes, which must be labeled by the Korean Rice Cake Association Corporation and consumed within one day of manufacture

Extends state mandate local program requirements with provisions for reimbursement if the Commission on State Mandates determines other costs are mandated by the state
