Requires stakeholder review of alternatives to the state's current methodology for calculating functional index scores for IHSS consumers, with focus on more accurately reflecting consumer dependence on human assistance for daily living.

Mandates stakeholder process include statewide consumer, family member, service provider, and advocacy organizations, plus legislative policy and fiscal staff.

Requires joint report of stakeholder recommendations to the Legislature by August 1, 2011, and an implementation plan by November 1, 2011, which cannot be implemented without subsequent statutory authorization.

Specifies that funding for the stakeholder review process and implementation plan must come from private or public sources, with no General Fund moneys permitted.
