Requires the State Department of Public Health to adopt uniform water recycling criteria for indirect potable reuse through groundwater recharge by December 31, 2013.

Requires the department to develop and adopt uniform water recycling criteria for surface water augmentation by December 31, 2016, if an expert panel determines the criteria adequately protect public health.

Requires the department to investigate the feasibility of developing uniform water recycling criteria for direct potable reuse and submit a final report to the Legislature by December 31, 2016.

Requires annual reports to the Legislature from 2011 to 2016 on progress toward developing water recycling criteria and investigating direct potable reuse feasibility.

Makes funds from water quality violation penalties available to assist in implementing the water recycling criteria provisions, subject to Legislative appropriation.
