Increases employee contribution rates by eliminating exemptions of $238-$863 per month from compensation calculations for state miscellaneous, industrial, safety, patrol, and peace officer/firefighter members.

Modifies retirement formulas for new hires: reduces benefits for miscellaneous/industrial members (2% at 65 instead of 2% at 55), peace officers/firefighters (2.7% at 57 or 2.5% at 57 depending on employer), and safety members (2% at 62 instead of 2.5% at 55).

Requires 25 years of state service (instead of 10-20 years) for new state employees to receive employer-paid health insurance contributions in retirement, with annual adjustments limited to highest active employee contribution amounts.
