Mandates that officers provide information about federal and state independent living programs and assistance for applying to programs that provide housing, financial assistance, and educational resources for former foster youth.

References the "proof of dependency and wardship" document from State Department of Social Services Manual as satisfying the notice requirement.

Amends case plan requirements to ensure information about a parent's incarceration is included when reasonable services are offered to incarcerated parents.

Creates alternative versions of Section 16501.1 amendments that become operative only if this bill is enacted in coordination with AB 12 and/or SB 1353, with the operative version depending on which bills are enacted and their enactment order.
