Prohibits electrical and gas corporations serving more than 3,000,000 customers from spending ratepayer funds on political and public affairs activities related to state or local governments, including advocacy for or against political candidates and ballot measures.

Requires affected corporations to annually report all political and public affairs spending to the Public Utilities Commission, including amounts reported under the Political Reform Act of 1974.

Directs the Public Utilities Commission to disallow reported political spending amounts from authorized revenues and reduce rates to ensure ratepayers do not pay for these expenditures.

Applies to all ratemaking proceedings pending on or after January 1, 2011.

Exempts spending on contacts with government officials required for licensing, regulatory proceedings, or utility operations optimization.
