Requires veteran signature acknowledging they have read and understand the notice, and mandates notice be written in plain, straightforward language avoiding technical terms

Requires a copy of the notice titled "NOTICE TO RESIDENTS" in large font to be conspicuously posted in each veterans' home

Requires quarterly accounting statements of excess costs of care be provided to residents for informational purposes
