Extends the repeal date of mobilehome park inspection requirements and the $4 per lot inspection fee from January 1, 2012 to January 1, 2019.

Requires the Department of Housing and Community Development to submit semiannual written reports to a task force that include fee collection amounts, number of parks inspected, violations issued, and recommendations for program changes.

Maintains the requirement for enforcement agencies to inspect at least 5% of mobilehome parks annually and provide 30 days' written notice to park owners and mobilehome residents before inspections.

Allows park operators to directly charge homeowners one-half of the $4 per lot annual inspection fee, with charges included in the next rent billing following the department's fee payment.

Establishes procedures for task force meetings with representatives from mobilehome owners, park operators, local enforcement agencies, and the Legislature to provide input on the inspection program's conduct and operation.
