Requires the Student Aid Commission to develop and regularly review areas of occupational or technical training eligible for Cal Grant C awards, with updates at least every 5 years beginning in 2011.

Directs the commission to prioritize Cal Grant C awards to students pursuing training in areas meeting at least two of the following criteria: high employment need, high employment salary/wage projections, or high employment growth.

Requires the commission to consult with the Employment Development Department using Labor Market Information Data Library projections and publish a current list of qualifying training areas on its website.

Mandates the Legislative Analyst's Office to report to the Governor and Legislature on Cal Grant C Program outcomes by April 1, 2014, and every even-numbered year thereafter, including data on student demographics, training program categories, and priority recipient numbers.
