Expresses legislative intent to preserve prisoners' job placements, earned privileges, and prevent removal from court-ordered courses due to participation in dependency proceedings.

Authorizes the Department of Corrections and Rehabilitation to accept donated materials and services to implement a videoconferencing and teleconferencing program at a designated prison facility for incarcerated parents in dependency hearings.

Prohibits courts from ordering the removal and production of death-sentenced prisoners in any action or proceeding involving adjudication of parental rights.
