CA SB965

Requires the California High-Speed Rail Authority to expend federal American Recovery and Reinvestment Act (ARRA) funds, upon legislative appropriation, for environmental studies, planning, preliminary engineering, and capital expenditures on high-speed rail projects.

Mandates the Authority to obligate and expend federal funds in compliance with federal deadlines, maximize job creation, expedite infrastructure completion, and efficiently use state bond funds from Proposition 1A (2008).

Requires the Authority to submit an expenditure plan to the Legislature and Legislative Analyst within 60 days of finalizing a cooperative agreement with the federal government, detailing project descriptions, locations, budgets, funding sources, schedules, and job creation estimates.

Exempts the Transbay Transit Center project in San Francisco from the bill's provisions, as federal ARRA funds were already reserved for that project.

Becomes operative only upon enactment of Assembly Bill 289 of the 2009-10 Regular Session.
