Requires the State Department of Health Care Services to develop a definition of "medical home" consistent with the 2008 Physician Practice Connections-Patient-Centered Medical Home Standards and Guidelines established by the National Committee for Quality Assurance

Requires the department to establish a timetable for Medi-Cal managed care plans to provide beneficiaries with access to a medical home

Allows the department to implement this article through all-county letters or similar instructions without taking formal regulatory action under the Administrative Procedure Act
