Prohibits any increase in mandatory systemwide fees charged to resident undergraduate students at UC and CSU adopted on or after July 1, 2011 from becoming effective before 3 months have elapsed after adoption.

Requires UC Regents and CSU Trustees to develop rational and transparent methodologies for adjusting mandatory systemwide resident student fees in consultation with student representatives through fee advisory committees.

Mandates the Legislative Analyst's Office to annually review and report to the Legislature starting in 2012-13 on institutional compliance with the established student fee policies.

Establishes state policy principles that the state should bear the preponderance of responsibility for funding postsecondary education, fee changes should be gradual and moderate, and financial aid should ensure affordability for all income levels.

Makes the article applicable to UC only to the extent the Regents adopt a resolution making it applicable; effective July 1, 2011.
