CA SB970

Authorizes the Secretary of State to establish vote by mail ballot dropoff locations on three college campuses (one each from UC, California State University, and California Community Colleges) for any precinct in the county during at least one general election between January 1, 2011 and December 31, 2016

Requires selected campuses to have minimum enrollment of 20,000 students (UC), 13,000 students (CSU), or 10,000 students (Community Colleges) at time of selection

Mandates dropoff locations be available during the five business days preceding election day and retrieved nightly by county elections officials to maintain ballot security

Requires county elections officials to report to the Legislature and Secretary of State within six months of each election on costs, number of ballots returned, and any problems with the dropoff location

Requires the Secretary of State to submit an assessment report to the Legislature within eight months of the election examining participation rates and state implementation costs
